Summary: This paper discusses regulation; the rationales for regulation, including market power, distributive justice and information imperfections; and their relationship to the nature of systemwide reform. According to the author, the popular current proposals for reforming the U.S. health care system would require only modest changes in the regulatory environment. As such, regulatory changes alone are not likely to produce significant potential benefits in terms of controlling costs or improving efficiency.
