Innovations in a Cost-Constrained Environment

The project brings together individuals who have thought deeply and extensively about various aspects of health care reform from diverse perspectives: economic, medical, legal, and ethical. To get as much input and perspective as possible, the project directors worked with health economists, physicians, health services researchers, consultants, government officials, Fortune 500 company representatives, and healthcare professionals from other countries.

Innovations in a Cost-Constrained Health Care Environment

The heart of the project is a series of workshops designed to deal with the key issues that are generic to any approach to comprehensive health care reform. Six have been completed thus far: Technology and Outcomes Assessment, Organization and Delivery of Care and Payment to Providers, The Structure of Health Plan Competition, Funding Health Care for All Americans, Legal and Regulatory Issues of Health Care Reform, and Bio-Medical and Organizational Innovations in a Cost-Conscious Environment. Two upcoming workshops will be held later this year on Synthesis and Transition.

Each component has been reviewed and critically evaluated in a two-day workshop. The Directors commissioned two background papers that laid out the policy options and evaluated them, and four invited commentaries. Discussion with a diverse group of experts of these issues occurred over two days.
